dc.description.abstract |
The main purpose' of this research work is to examine the practice and problems of training and development in the Public Service organisations and to find solutions and improvement to them. The Study was carried out on Enugu State Agricultural Development Programme which is a typical public service establishment. One hundred and eighty six respondents were selected from the staff of the organisation using a random sampling technique and data collected through questionnaires administered to them. Personal interview was also used to collect data. The data collected was analysed using the percentage frequency and the hypothesis was tested with the chi - square (X2). A number of interesting revelations were made in this study. Among other things, the organisation's training needs are determined through the Skill Gap Analysis but the result is not strictly adhered to when selecting trainees.
Also, apart from lack of funds, the attitude of the management hinders training and development more than the other factors. This attitude include irregular to non-implementation of training programme, diversion of funds meant for training and consideration of non-performance criteria such as favouritism in the selection of trainees. |
