Abstract:
The study seeks to investigate the factors that enhance human resource development, leading to increase in productivity as well as factors that deter human resource development resulting to decline in productivity.The study utilised existing related literatures on human resource development. Raw data were Collected. through questionnaires and oral interview, analysed and tested by statistical tool chi-square,to establish relationships which guided the researcher 1:0 accept or neglect the hypotheses. The study established that systematics human resource development will enhance efficiency and effective performance, promote better working climate, and also, reduce conflicts and unprecedented labour turnover leading to increase in profitability and productivity
